I have found three in the same spot - 48 73 near Spears. Just floating in a little puddle. Maybe it's just my lucky spot, but hopefully it works for you too!

Also found mine near Elun'alor Temple flight path in Eastern Nazjatar - coords 71.49 44.80 as a primary pet of green quality. Good luck!

Verified this absolutely works. Lots of spawns, easy to catch one. Best to go with a class that can stealth in there though as there are hidden mobs.

Also got one as a main pet, rare quality, in the trogg area 59.00, 28.46 - As soon as I capped mine another spawned in almost the same exact spot within a minute.
