There are a lot of level 25 Wharf Rats as primary in the non-instance version of Iron Docks. This location is at the very north end of Gorgrond and you need to climb over the wall that surrounds the zone. There is a tower that you can climb up and jump into the area. This area also has a lot of Elites and may make it hard to get around as your go from one rat to the next. I upgraded from my Common level 9 Wharf Rat to a Rare 23 in about 3 minutes.
