There were tons of these guys up at 3:30am server time. Got my rare on about the 20th try. 

Many Harpy Younglings roaming around the Dry Hills at 3:45am server time. Got a rare on my first battle!!!

I originally spent an hour or two killing the BP rats around Dalaran Crater, hoping that they would free up the Librams. Nothing.... So then I was flying around the northwest side of the crater and noticed a group of about 4 or 5 BP on the other side of the small mountians (Silverpine area with many dirt paths on mini-map). I decided to kill those since the rats didn't work. Sure enough, within 3 minutes or so the Librams were spawning almost as quick as I could kill and catch them. Good luck!

I farmed these little guys for about 4 hours to get my rare. Very annoying since most of the time was spent fighting the rats in Stahnbrad to get the hares to actually spawn. As long as you keep the BP rats dead the Snowshoe Hares spawn every few minutes or so. However you must stay moving, because as mentioned, they will definitely despawn in a matter of moments.
