I've gotten 2 of them ,neither on a kyrian. So they are available to all.

Was able to get Dal today, after I completed the Stolen Stone Fiend quest, went behind the building right across from the last guy you kill for the quest,penkle was there, just clicked on him and used the key to open the cage, then Dal appeared in my bags, this was on 1/23/21.
