Modreyn - I maxed out Frost and picked up the Frostbrood Whelpling. Bloodbrood and Vilebrood are not available. (I did not expect them to be, as all clearly show the requirement of their respective artifacts being maxed out.)

Picked mine up right after server restarts this morning.

Found her sitting at 17, 58 in Crystalsong Forest.
