I have only ever seen the rare up when the daily for Apexus Crystal is in this zone. Requires at least 4 people to stand on the runes directly in front of him to make him active. 1 person in a 6 man group got the pet. Was unable to loot the pet a second time. Possibly only lootable once a day or week.

It seems that this pet and the Eye of Observation are only obtainable when the daily for Apexus Crystals involves the zone where the respective rare spawns. Both dailies were in those zones today and I was able to get both pets. Note these pet do not have a 100% drop rate and the rare can only be looted once per day. Initial kill was at 12:00p.m. and he spawned again at approx 3:30p.m. realm time.
