I managed to find one right out in front of the cave where the Crazed Trogg spawns.

as of December 27 2019 this pet spawns at 9:30 pm est(this is also Server time) 

I flew around forfeiting battles for almost a hour and right at 9:30 server time tons of them spawned West of Twilight Grove
