As of today's patch (11.0.5) he is now a combat pet and can be upgraded and levelled.
NOT all Trolli products count; the grocery store I went to only had the jumbo "value pack" so I bought that, submittied a receipt for it... only to get a reply that it wasn't a qualifying product. Most regular size packages count though (check the promo page if you're not sure). Got him after buying a normal sized package. Note that the pet comes in uncommon quality for some reason so you'll want to use an upgrade stone to get it to rare.
You still need to be a Necrolord with at least 27 renown to get the pet, but once it's learned anyone on the same account can summon and use it.
When they realized they made pet count achievements that were (at the time, and at this time) impossible to get, they changed the achivement for 1250 to only require 1200; the one for 1500 to only require 1400; the one for 1750 to only require 1600; and the one for 2000 they removed altogether. Presumably the pet reward that was for 2000 will be put back in, eventually, but it's currently not available.
Can confirm: he does in fact function as an anvil for blacksmithing and engineering.
Can confirm that as of patch 9.1.5 this is no longer true; any formerly covenant specific item can be used by any character on the same account, regardless of their covenant, including this pet. You still have to be night fae at the time of purchasing this pet, but after bought anyone on the same account can use it, and you can use it even if you leave night fae for another covenant.
Jingles (Winter Veil 2020 gift) is also a beast pet that does mechanical damage (with booby trapped persents) but yes, does seem to be a rare thing.
-If you're on a character of a race that wasn't yet playable during Wrath, the default faction you'll start working with is Orgrimmar if you're Horde, Stormwind if you're Alliance. After that you can do the other 4 factions in any order.
-If you do this on the Horde/Alliance and switch factions, you can get the squire/gruntling from your new faction for 40s from any stable master: use the dialogue option "I'm looking for a lost pet."
How common of a drop it is I don't know, but I got it on my second try. You can try for it once per day per character, and he's essentially permanently up (after he's killed he respawns within a few minutes). Shouldn't be hard to find a custom group going after him at any given time.
