Definitely still on the loot table. The best place in terms of mob density is just inside Nethergarde Mines and the area around the eastern entrance. Mine dropped in Okril'on hold.

@Cruelnetwork: The achievement that awarded this existed long before pet battles were added. There's nothing special about it because you couldn't catch other normal deer.
