Don't waste your time killing every Cave Crab in the area, it will not influence spawns of the Paleshell.

 

The Marina only seems to allow one battle pet spawn at a time, and the respawn time is about 2 minutes, Find the battle pet, if its a Cave Crab then kill it and wait for the respawn. Rarely the Paleshell will appear.

 

I found my one swimming in the Marina just along the coast edge after killing cave crabs for about 15 minutes. Best of luck!

Blackwater Marina, near the Scrap Heap dig site.

Frontline pet.  Common.  SB breed.  Was around 2200 server time (Silvermoon-US, just in cast the time has anything to do with spawns :-) )

 

Noticed (while I was circling the area) that one of the Cave Crab spawn points is along the western edge of the Castaway Cove area across from the opening that leads to the Flightmaster.

Found one in the same area, right on the edge of the water in Blackwater Marina.

Found one at /way 62.94, 31.20 in Undermine. Frontline pet.

Paleshell cave crabs are said to be the tastiest variety. Perhaps that's why they're the hardest to find.
