This pet is rewarded and added directly to your Pet Journal when your character completes the "What Can I Say? They Love Me." achievement. To complete this achievement, your character must possess at least 1600 unique vanity pets.

When they realized they made pet count achievements that were (at the time, and at this time) impossible to get, they changed the achivement for 1250 to only require 1200; the one for 1500 to only require 1400; the one for 1750 to only require 1600; and the one for 2000 they removed altogether.  Presumably the pet reward that was for 2000 will be put back in, eventually, but it's currently not available.

This pet is classified as beast.  Come on, it's an elemental.  All of the moves are elemental.

achievement has been updated to 1,600 unique pets, with the secretive frog duck being available at 1,400. not sure if the 2,000 pet achieve has been changed as well

Some very clever wizard or dragon or other magical being thought they were being clever when they decided to color an ice elemental purple for a very elaborate bit of wordplay. They were probably right.
