The raptors of Zandalar have their feathers at a very young age, making them seem like easy prey to an unsuspecting predator. In reality, these little terrors eat everything they want to and are prey to almost no other species.
I found a Rare in the Feeding Pits @ 40.97, 41.09 Close to Atal'Gral
Just (Feb 23, 2019) got mine as a primary pet at coord (70.58, 38.74) in the feeding grounds.
Interesting enough when you aggro some of the other mobs it seems you cannot kill the battle pets in the area. This is very nice as many of the pets are close to the raptors and I have accidentally killed a pet I was trying to capture many times :-(. Picked up a S/S but no rares. Location as other said in the feeding grounds. Haven't seen any anywhere else in the zone.
Rip followed by black claw will hurt very bad to any critter. Hard to do because a faster critter with dodge will avoid 2 attacks.
@Cynner13, Another way is to use an addon like "Battle Pet BreedID".
@Tricephelos, All of the main zandalari have 374 speed with S/S breed, not just this guy. I like your comment very much and I agree with you, but you can't say "it is the fastest non-Flying pet with Black Claw". Anklerender, Kneebiter, Toenibbler S/S all have the same speed and all have Black Claw.
Any way to see the breed type on these?

Best breeds : SS, PP
SS - At 341, it is the fastest non-Flying pet with Black Claw. This provides considerable advantages paired with Rip. Most benefit is from a [2 1 2] build, matching survivability with DMG output. The most crucial power, of which, is Survival. A unique ability in the last slot no other pet has boasting the other two.
PP - A modest amount of P. One can either run Rip with Primal Cry to tick down enemies or Rip with Black Claw for direct DMG. Devour in 3 slot.
For whatever reason, my uncommon quality raptor doesn't show what breed it is on WoW. But this pet is an absolute monster I think. Black Claw + Rip is vicious. Plus Devour is great on top of it.
Picked up an SS, and a PP this morning by the Queen in the feeding grounds. Had to kill her three times. Will need a couple stones. Their proximity to the Queen makes me think about the falcosaur pets and mounts from legion...
Abilities look good, with a bleed, black claw, and devour, I can see a line up with one of the falcosaurs happening.
Was lucky enough to find one wandering around and was blue quality. Very happy with this guy.

It seems that they are now independent wild pets. When I went to the Feeding Grounds this morning, there was about 15 as main wild pets for battle.

Found at the feeding grounds. From the looks of the stats seen S/S breed seem to be prominent.
