Found lots of these at level 18 as secondary pets to the Celfthoof Runt and Squirrel in Nagrand. There are few stand alone Prairie Dogs also in the area around Throne of the Elements - that is where I found my level 18 rare.
Loads in Westfall, Caught 2 rare withing a few battles.
