Found in the Underbelly (sewers) in Dalaran (Broken Isles).
Beware: The guards keep the sewers peaceful, however if they are paid to 'take a break', the Underbelly will become a contested, free-for-all world PVP area temporarily.

Do you see how they run?
This pet has become much stronger with the buffs to weather abilities like Call Darkness and I'm gonna rave about it for a second. This pet is easy to find and comes in S/S, making it arguably the best pet with a sleep ability like Lullaby as of right now. With it you can burst for ~980 damage vs. slower pets before they can get a hit in or use it to safely swap in another pet. It can be played extremely safely in PvP at position 1 or a sweeper. Awesome pet.
The Blind Rat has a variety of uses. If you're in the wild, you can use Lullaby to put the enemy pet to sleep, tag in a Lv.1 or leveling pet, attack, tag out the leveling pet, and resume the battle. It's also a killer of all pets except Beasts. Call Darkness->Lullaby->Sneak Attack can take out nearly any pet and some teams.
The SS version is really an awesome battler. Sleep, darkness and sneak attack are pretty damaging to a slower adversary. And yes it can be tricky when your picky in the Dalaran sewers.
A Sapphire Firefly (poor quality but for the rarity factor I abandoned the blue blind rat...) spawned as an additional pet in one of my Blind Rat battles.

Update: firefly seems to spawn frequently as an additional with all Underbelly battles including Mutant War Turtles So don't spend hours in SoA
These pets are found as part of 'primary battles' in the Dalaran Sewers. Catching one might be difficult, as it's possible to get attacked while you're fighting *and* they can be killed by other people. Best to make sure you do your battling when the guards are up, or even better, right after you have gotten a bodyguard (to make sure you have the maximum amount of time).
Fighting a Blind Rat group gives 75 Sightless Eyes in addition to te usual XP and potential pet capture, for the record
Blind rat is special in that it can be a valuable part of a Darkness team vs undead pets. In addition it can put the enemy pet to Sleep for 2 rounds.... which is increadible because it allows you to swap to another pet and attack before they wake up.
