To collect this pet, players must participate in the Reclamation Rig event in The Outflow on Mechagon.
Defeated mobs from each wave during the event will have a chance to drop the Irradiated Undercoat. Equipping it allows the player to collect Unstable Isotopes. 100 Isotopes are required to activate the on-use ability of the shirt. Doing this 5 times (shirt has a 1 day cooldown) will deplete the shirt, and result in a Melted Irradiated Undercoat which teaches the pet.

This is a very solid PvE pet... basically a slightly weaker Magma Rageling, and that's been my go to pet for much of Mechagon.
I just finished my 5 days of recharging my Irradiated Undercoat Shirt and got this pet finally! I got the shirt as a random drop from doing the Reclamation Rig Event. It will give you a green glow while having it equipped. Just equip shirt, do events once a day, loot the Unstable Isotopes from mobs. Once charged, click the shirt. Do this for 5 days.
