To spawn Courage, you'll need the help of at least 4 other players. There are 9 larion cubs at Nemea's Retreat in Bastion (east of Hero's Rest, above ground). If 5 out of 9 cubs are interacted with simultaneously, Courage will appear next to Nemea for a short period of time. Interact with Courage and the pet will be added directly to your journal.

You only need 5 people, i got mine in a 5 man group.
One per toon but can get on alts as many as you have alts :-), as it can be caged.
I got mine tonight. I went to nemea's retreat and put raid targets on all the cubs before I created a custom group and added 9 people (can be done with less) told everybody to stand by a cub and wait for ready check and then countdown. Once the countdown was over and everybody clicked, you see Courage emote something about hearing his friends and demanding pets. Then he is there ready to click by Nemea. The whole process took maybe 10 mins. Good luck!
Can confirm you only need 5 of the cubs to be petted, not 9 as originally thought. Just got mine in a 5 person group.
Can confirm, was able to get enough people to pet all 9 cubs at the same time, and click the "courage" npc that spawns near the vendor to loot the pet. It seems you can only do this once per character.

Did this in Bastion at Nemea's Retreat. There are 9 larion cubs in the area that can be pet. When all 9 are pet at the same time then Courage spawns next to Nemea. Simply right click Courage to have the pet added to you journal.
